The Parish Council’s monthly meeting was held on 7 September in the Studio at the Kibworth Grammar School Hall.

Vehicle Activated Speed Sign

Dr Feltham reported that the Vehicle Activated Speed Sign on Albert Street had stopped displaying speeds but was working again after the grounds team replaced the battery and checked the connections. The data capture software now needs to be loaded onto a laptop for downloading and analysis of the data.

Leicester County Council

He also reported that the County Council had been named as one of the top local authorities for equality, diversity, and inclusion.

Harborough County Council – Additional Homes

Harborough District Council are being asked to agree a Statement of Common Ground which would mean the district accepting some 2,000 more homes in addition to the current target per year because Leicester City may be unable to find space for them.

Joint Recreation Board

Work has now started on the Skatepark next to the Warwick Park playground. Temporary fencing has been installed around the site and a temporary roadway constructed to allow heavy loads. It is due to be completed by December.

The s106 application to replace the play tower and wet pour surfacing on Jubilee Green was refused by HDC. Further options for its replacement will now be investigated.

The Polwell Road play area legal transfer to the Parish Council from HDC has been completed. ‘No dog’ signs for the gates have been ordered.

Joint Burial Board

The new cremation section has been created. The external painting of the Lychgate is underway. Some carpentry work for the Lychgate is needed in some areas to reduce standing water on sills. A quote was approved to be shared with Kibworth Beauchamp Parish Council if they agree.

Village Hall – Film Night 30th September

The film night on 30 September is showing the Whitney Houston biopic. The notice boards and, new Kibworth Village Hall sign on the outside of the hall have been replaced.

Grammar School Hall/Community Hub

The Kibworth Community Hub / Steering Group approved a new logo. A fundraiser has been appointed to seek additional funding once the HDC grants subcommittee has decided how much s106 money to approve for the project.

Buildings on Warwick Park

The Kibworth Scouts have asked both Parish Councils to consider allowing a new Scout Hut near the Barnards Way car park. Councillors agreed the park should be retained as open space for the community and unanimously voted not to permit any building on that area of the park.

Finances & Administration

All financial statements, reconciliations, summaries, and shared costs with KBPC were approved, including insurance for the parish trailer.

Councillor Reports

Repairs are needed to the bench alongside the B1 PROW in Warwick Park. Brambles need cutting back by the right of way off Dairy Way to the car park.

Clerk’s Report

The Wistow Road roundabout is covered in weeds/thistles again. The clerk will ask Spendlove to quote for preparing the land again before the wildflower seeds can be sown.

Rookery Pond is doing well but has some algae growing, so the purchase of a solar-powered fountain to stir the water was approved.

Next Parish Council Meetings, Open to the Public

The next two public meetings are on 4 October (Wednesday) and 7 November (Thursday) in the Kibworth Grammar School Hall and will be reported in due course.
