The Parish Council held their monthly public meeting on 27 September in the Studio at the Kibworth Grammar School Hall.

In the public participation section, Steve Piggot, the new principal of Kibworth Mead Academy introduced himself. He talked about some positive actions for reducing staff parking on Smeeton Road.

Sam Arnold, the First Kibworth Scouts leader, asked about the possibility of an annual village summer event. He agreed to liaise with Mr Piggot about using the school sports field. Councillors agreed this was a project the Council could support.

Antisocial Behaviour

There has been a reduction in the number of incidents. Mr Piggot confirmed that the school is reminding students about their conduct.

Finances

All financial statements, reconciliations and payments were approved. There were still queries with the HSBC bank mandate.

Clerk’s Report

A number of s106 applications are being progressed. The inclusive play equipment for Smeeton Road is currently being installed although, following delays, a site meeting with Playdale was held to express the Parish Council’s concerns. The new Rookery pond construction has begun. A site meeting with Proludic has confirmed a November start date for the trim trail on Smeeton Road Rec. The zipwire has been approved but funds are still awaited. The skatepark project is progressing well with the s106 application needing to be finalised in October.

The outcome of the Jubilee Capital grant bid is still awaited.

Site meeting held with David Wilson Homes regarding ownership of the hedge behind some Dairy Way properties. Actions have been agreed for the developer to carry out remedial actions including writing to house owners to explain the resolution.

MJB Support Services have agreed to arrange the Christmas late night shopping event on 7 December and will again include closing part of High Street.

Planning – 22/01653/TPO (4 Folley Road)

Following advice from the tree warden, Parish Council objected. Only two of the five lime trees with TPOs are included in the application, which would affect the Fleckney Road street scene and amenity value of the trees.

The Bank (Roundabout)

Work to remove all vegetation to improve visibility is due to commence in October. Future landscaping will be discussed at a future meeting.

Reports

There were the usual updates from county and district councils, Joint Recreation and Burial Boards, the Grammar School Hall Trustees (Kibworth Community Hub) and the Allotment Society.

Kibworth Community Hub – Now that planning has been approved, a meeting of the steering group and both sets of Trustees has been held to discuss the next steps.

Cost of living crisis – The Parish Council agreed to continue liaising with The Well and keep as standing item.

Code of Conduct training – The clerk will arrange a 2023 date for ‘in house’ training by LRALC for councillors from both parish councils.

EV car club – A meeting is being arranged for 13 October.
