Kibworth Harcourt Parish Council August 2026 meetings were held over the summer on 2 June and 4 August 2026 in the Studio at the Kibworth Community Hub. The 7 July meeting started in Jubilee Green before a walkabout.

2 June 2026

Planning

The council supported the latest proposal for 10 homes on land off St Wilfrid’s Close, subject to concerns around badgers, flooding and drainage.

Parks and Recreation

New chains were installed on the Warwick Park play tower. Playground inspections found equipment generally at low/very low risk, with the Jubilee Green wooden fence the only moderate-risk item.

S106 funding has been approved towards the Rookery/Church Road path slope project.

Local Government Reorganisation

Three proposals are being considered for Leicester, Leicestershire and Rutland. A government decision is expected before Parliament’s summer break in July. Parish elections are still expected in 2027.

Community Grant funding

The council supported the Tennis Clubs’ £2,430 project, with £1,884 grant funding requested. A decision on a further £10,000 for the Rookery Path project is due from HDC Cabinet.

Finance

Approval was given for May payments of £12,322.18. The 2025–26 AGAR documents were approved, Council approved £795 for a replacement defibrillator outside Oggi’s on Main Street.

Environment

Ten bee orchids are flowering near Warwick Road/Wistow Roundabout, and contractors have been asked to protect them from mowing until seeds have been produced.

Finance

Approval was given for June payments of £28,324.61, including £16,514.71 for the replacement Jubilee Green swings; bird spikes will be added.

Joint Recreation Board

Annual RoSPA inspections were approved at £95 per site for five recreation facilities. Warwick Park inspection costs will be shared 50/50 with KBPC. £730.15 was approved for Kompan to inspect and service/re-tension the Zipwire, also split 50/50.

Annual Walkabout

Defibrillator

A replacement unit has been received because the existing one is obsolete. It is due to be installed shortly and registered on The Circuit.

Jubilee Green

Low-risk fencing issues will continue to be monitored. Some benches need algae cleaning, with some potentially needing renovation. The damaged Tommy soldier will be assessed for possible repair. The village cross and surrounding stones need cleaning. An unemptied litter bin will be reported to HDC.

Polwell Park

No problems were found during inspection. The Council is considering an additional piece of play equipment, with ideas including sensory panels, cradle swings, interactive surfacing and an inclusive roundabout. The Parish Manager will investigate costs for discussion at a future meeting.

4 August 2026

Proposed New Town

The council heard from Stop The New Town representatives about the proposed development south of Gartree Road/north of Great Glen – around 4,000 homes across the Harborough and Oadby & Wigston areas. A further potential site near Newton Harcourt could add another 3,500 homes. Concerns centre particularly on traffic and the lack of a Kibworth bypass. KHPC agreed to support and publicise the campaign meeting at 11am on 15 August in the main hall at the Community Hub.

Finance

Approval was given for July payments of £9,744.13. The external AGAR audit raised no matters of concern.

Parks, Cemetery & Allotments

Rookery Park: Tree survey identified several trees requiring urgent ivy removal, plus two dead trees needing replacement. Path and slope improvements are largely complete, with a new gate still to be installed.

Warwick/Polwell/Smeeton Parks: Potential new trees, benches, table-tennis provision and play equipment were discussed.

Cemetery: S106 funding for a workshop has been approved; signage will be improved, and cremation provision increased. Animal digging has exposed part of a recent burial, so the area is being monitored.

Allotments: A new community plot is being developed, S106 money has funded equipment, and there is a healthy waiting list.

Kibworth Community Hub

Preparations are underway for its 90th anniversary, with a free memorabilia exhibition on 19 September.

Speeding Concerns

Residents have raised concerns about vehicle speeds on Main Street and Albert Street; any change to the speed limit would need to be considered by County Council Highways.

Marriott Drive Open Space

The landowner, Keyshel, does not intend to maintain the overgrown area. KHPC will raise the matter with HDC Enforcement and investigate any legal obligations.

The next public parish council meetings are on 1 September and 6 October in the Studio, Kibworth Community Hub at 7 pm.
