The usual monthly parish council public meeting was held on 22 April 2025 in the Studio in the Kibworth Community Hub.

Finance.  It was resolved to approve the financial report and bank reconciliation. The council approved the 2024/25 Accounts prior to internal audit. Approval was given for renewing the annual van car tax, LRALC and NALC membership, and parish garage rent.

Chairman. Cllr Munro had received information from HDC Chief Executive regarding possible assets that might be offered to the parish council, including some open space areas and car parks; more information to follow.

Clerk’s Report – The council awaits a final invoice from HDC regarding remaining funds in the UK Shared Prosperity Grant. The draft Action Plan will be reviewed at the May meeting.

Planning – The council agreed to support 25/00417/VAC for 4 Station Street, and 25/00423/TCA for tree work at 30 High Street.

Reports. The County Council is inviting applications from 8 September for renewable energy projects from a £140,000 fund.

Joint Rec Board. Canvas has completed remedial work on the skatepark. A new safety sign is being ordered to be placed beside the Rookery Pond. Allroads, the contractor, will be starting work on the path from Smeeton Road past the tennis courts shortly. This means access will be closed while the work is done and signs will be posted. A walkabout of Joint Rec Board members around Warwick Park will take place on 20 May.

Joint Burial Board. The large wire bins are to be replaced with dual litter bins.

Allotments. HDC are checking whether the s106 application, for new fencing, requires planning.

Youth Council. Next meeting provisionally will be on 29 April.

Kibworth Community Hub. The KGSH Trustees AGM took place on 26 March. Martyn Wyburn was elected chairman, with Lynn Williams, vice-chairman.  The 2024 accounts showed a 30% increase in income on 2023, although the Trustees will continue to fund raise and look at increasing some fees.  The final invoice to the parish council for the library extension is still awaited. An updated business plan and needs-analysis for further phases to improve Hub facilities are underway.

Local Plan Cllr Feltham had circulated a parish council response to the draft HDC Submission Local Plan 2020-2041. Councillors approved it with the addition of some bullet points to summarise the main points; the response needs to be submitted to HDC before 9am on 6 May.

VE Day 80 on 8 May. A programme of public events for the day is being prepared for circulation on social media by the Media & Communications officer.

The next monthly public meetings at 7pm are on 27 May (includes Annual) and 24 June and will be reported in due course.
