Kibworth Beauchamp Parish Council

The usual monthly parish council public meeting was held on 25 March 2025 in the Studio in the Kibworth Community Hub.
Finance. Payments of £39,735.25 since the last meeting were approved. It was resolved to approve the financial report and bank reconciliation.
Chairman. Cllr Munro had received information regarding the Government’s devolution plans, including that parish councils may be offered increased responsibilities in the delivery of services.
Clerk’s Report. A meeting with HDC Grants officers on 5 March had been useful. A follow-up meeting with Katie Fox, the s106 officer, was arranged for 7 April. After a new BT router had been installed, the Parish Councils’ phone and the CCTV systems stopped working. This has all now been resolved. There has been some correspondence with residents of Melbourne Close about the land owned by the parish council; advice has been sought from HDC and a resident informed.
Reports. Three proposals have been submitted to the Government about future local government reorganisation: Leicester City Council has proposed an expansion of their boundary to include parts of neighbouring councils e.g. Oadby & Wigston, Great Glen etc. Leicestershire County Council has proposed a new single unitary to include all seven districts. The seven districts have proposed two unitary councils for the county – north and south.
Joint Rec Board. HDC Community grants were awarded by the grants panel on 18 March, for upgrading the pathway off Smeeton Road past the tennis courts, and for a new metal fence for the Polwell Park playground.
Joint Burial Board. The white ‘Letters for Heaven’ postbox has been installed. A s106 grant application has been submitted for landscaping the natural burial area.
UK Shared Prosperity funding. This new funding finishes on 31 March. The Bank bus shelter will be refurbished and graffiti removed. New signage for the Kibworth Community Hub is being ordered.
Youth Council. Cllr Keen is looking into the DBS application process. He is also investigating summer arts and music projects.
Rural Arts, Creative, Cultural and Heritage Grants. The proofs for the six park panels are being checked prior to the final order being given.
Kibworth Community Hub. The new insurance for the library extension is being arranged by the KGSH Trustees. Also, an application for the Hub to be a Community Asset has been submitted. The KGSH Trust AGM is on 26 March.
Local Plan. The draft Local Plan was released for public consultation on 12 March with all responses, after 8 weeks, to be submitted by 6 May. The main strategic development area is to be around Stretton Hall near Great Glen where some 4,000 houses are proposed on Homes England land. Some new traffic lights are proposed for the A6. There are proposals for 475 new houses on Warwick Road but no details of improvements to the single track railway bridge. Also, more space for employment at the Business Park on Wistow Road.
Cllr Feltham agreed to prepare a draft response for the April meeting.
Policies. Councillors approved policies on the Joint Boards’ Constitutions, Training and Complaints. A Youth Council Safeguarding policy was approved.
VE Day 80 on 8 May. Lamp post signs and a flag have been ordered. The flag will be raised at The Bank at 9am. Local organisations will be contacted to produce a summary of events.
