The parish council’s monthly public meeting was held on 26 March 2024 in the studio at the Kibworth Community Hub.

Finances

All financial statements, reconciliations and payments were approved. It was agreed to add the deputy clerk as a second user of online banking.

Chairman’s Report

After discussions it has been agreed that LCC will continue to manage the Kibworth High School Foundation fund.

Clerk’s Report

s106 applications – work has started on the new orchard for Larkswood. We still await starting dates for the Rookery and Warwick Parks projects.  The skatepark soil mounds are due to be removed once the land is dry enough so hopefully in April.  SPL Powerlines have completed the pruning of the hedge overhanging the skatepark at no cost to the council.  The parish council has been approached by a charity asking for a donation towards the running of a Kibworth youth club; and, as this request came in after the agenda was published, it will be considered in April.

Electrification of Midland Mainline

The School Road Bridge is expected to re-open in April although it will take several months to remove the temporary footbridge. Complaints from neighbouring properties about loss of privacy are being followed up with Network Rail by Neil O’Brien MP and CCllr Feltham.

Planning

24/00262/FUL Conversion to three houses – 14 Leicester Road, Kibworth Beauchamp/Harcourt. The council agreed to object because of the effect on the amenity of residents on The Leys and Hillcrest Avenue.

Reports

Dr Feltham reported that, as LCC chairman, he had opened the new Hallaton Hoard Treasure exhibition at Market Harborough Museum on 19 March. This now includes reconstructions of the Roman cavalry officer’s helmet including one in resin covered with silver and gold that was 3D printed and another handcrafted by an Italian metalworker.

Free bus travel will be available over the Easter holidays for under 16s showing proof of age.

HDC

Joint Recreation

The two gaps in the hedges near the skatepark have been replanted. Canvas has agreed to pay fifty percent of the cost. The drain/gulley pot has been cleared of debris. Zipwire – All the maintenance has been completed on the zipwire including wire tensioning and installation of safety matting around the gate entrance.  Smeeton Road Park – a sign has been installed by the inclusive play area featuring drawings by the primary school and Scouts. Four new benches have been installed along the Queen’s Walk, replacing the original ones.

Joint Burial Board

A s106 grant for a new memorial area has been approved for a new memorial garden near the Lychgate.

Kibworth Community Hub

Further grants have been secured by the fundraiser. Tenders for the library extension work should be issued in April.

UK Shared Prosperity Fund

Provisional costs have been obtained for the initial priorities. A meeting has been arranged with the HDC economic development team to discuss the Prosperity Fund action plan with businesses in mid-April.

Councillor drop-in sessions

Councillors will meet in April to review the Action Plan and discuss the Councillor drop-in sessions.

Policies

Three more policies were approved: Reserves Policy, Data Protection Policy and Data Breach Policy.

The next monthly public meeting is on 23 April 2024 at 7pm and will be reported in due course.
