Kibworth Harcourt Parish Council

The monthly public meeting was held on 1 September in the Studio at the Kibworth Grammar School Hall.

Cllr. Feltham confirmed that training was due to take place on 8 September for volunteers who had agreed to take part in the Community Speed Watch at three locations.

He also confirmed that an assessment was underway to improve access onto the A6 including a possible roundabout at New Road and traffic lights at the Church Road/Marsh Drive junction.

LRALC are offering councillor training on the revised Code of Conduct, and it has been suggested that both Kibworth Parish Councils hold a joint course in the new year.

Joint Recreation Board

Approval has been received for the trim trail in Smeeton Road Rec and a zip wire in Warwick Park. Once the s106 funding has been received, dates for the work will be agreed. The damp area in Rookery Park is being dredged in w/b 6 September ready for Headsquares Aquatics to build a new pond over the next few weeks. Tenders have been received for the skatepark and approval was given for Canvas Spaces to be awarded the contract once final details have been agreed with the user group. Quotes for a noise survey and fencing around the skatepark are being obtained.

Joint Burial Board

The tarmac path around the natural burial area has been completed. The clerk is researching options for a garage/workshop to be installed at the eastern end of the cemetery. A photographer from Historic England visited to record the inside and outside of the Lychgate on 22 August.

Grammar School Hall/Community Hub

The upstairs office is being rented by the county council’s Local Area Co-Ordinator team to cover the Kibworths and Fleckney. The planning application for the Hub to include the community library extension is on the HDC Planning Committee agenda for 6 September. A joint meeting of Library and KGSH trustees with the Kibworth Community Hub Steering Group has been arranged for 21 September to look at the next steps should planning be approved.

Planning. 22/01100/FUL

Conversion of existing outbuildings to annexe and erection of 3 dwellings, 2 Harborough Road, Kibworth Harcourt Following numerous objections, the application is expected to be modified but has not yet been withdrawn or refused.

All financial statements, reconciliations, summaries, and shared costs with KBPC were approved. Approval was given for the KHPC share of the cost for two water tanks, a towbar, and a trailer for the parish van. The trailer is being insured with Towergate Equine.

Clerk’s Report

The restoration of the bier has been completed and the clerk will arrange for it to be brought back. The adoption of the Polwell Road play area has still not been finalised and is still with the HDC legal team.
The parish council has a vacancy for a councillor to be co-opted.
