Key Decisions and Approvals
Planning
- 26/00216/FUL – Fire Station rear extension: No comment.
- 26/00294/FUL – 58B High Street redevelopment: Supported.
Finance
- £35,158.25 approved in payments
- February accounts and bank reconciliation approved
- Year-end accounts in preparation
Major Grant Applications
- Rookery Park pathway project (£60,110) approved (subject to grant funding).
- Application to be submitted for: £10,000 Community Grant (support for Rookery pathway).
Kibworth Community Hub
Lease formally ended on 1 April (Deed of Surrender approved).
Environmental Grant
- Application to HDC for: 18 Solar panels and battery (£16,311) with expected 50% energy savings. Decision expected 28 April.
- LED lighting grant application deferred
- New contracts approved: BT Fibre 900 Pro (3-year contract). Utilities, alarms, mobile services.
- Insurance approved (£1,699.65).
- Bollard replacement (£1,300) noted.
CCTV (six cameras)
- Annual costs approved:
- Maintenance: £744.84
- Monitoring by HDC: £1,800
Parish Van (costs shared with KHPC)
- Repairs (incl. clutch): £804.91.
- Tracker installation approved (up to £400).
IT and Administration
- Cloud backup renewed (£160).
- Data protection policies approved.
Joint Boards
- Warwick Park – some tree work is required for next winter.
Smeeton Road Park – The Multiplay unit and swings have been painted as recommended by the last RoSPA report. - Cemetery – six new bins delivered.
Key Issues & Discussions
Transfer of Land from HDC
Potential transfer of 10 land assets (incl. both car parks & some green spaces).
Concerns: No confirmed funding agreed for ongoing maintenance. Existing issues (e.g. potholes in School Road car park). Agreed in principle, subject to financial clarity.
Infrastructure & Development
The Local Government Reorganisation consultation on three proposals ends 26 March. The decision by Government is expected later this year.
Ongoing local concerns about:
- A6 traffic congestion and air quality.
- Large-scale housing developments. Developer exhibition for Warwick Road at cricket club on 16 April, 5-8pm.
Local Plan submitted by HDC despite objections, including from County Council.
Other Updates
Kibworth Community Hub and Kibworth Community Library snagging completed so final payment approved (slightly over budget).
Councillor training approved for:
- Playground inspection
- Flood warden certification
Work experience placement for Grounds Team approved (subject to checks).

The next monthly public meetings are on 28 April and 26 May (incl. Annual Meeting) at 7pm and will be reported in due course.
