Kibworth Harcourt Parish Council

The monthly public Parish Council meeting was held on 3 March at 7pm in the Studio at the Kibworth Community Hub.

Major Updates and Decisions

Highways & Planning

  • A6 junction improvements under review; mini roundabout possible at New Road.
    Kibworth Business Park planning application submitted (to be discussed in April).
  • Two local planning applications reviewed
    – no objections.

County and District Councils

Leicestershire County Council tax +2.99%

  • Two County Councillor resignations means a by-election on 16 April – Narborough & Whetstone
  • SEND nursery support reconsideration motion passed (final decision pending).

Harborough District Council tax -5% (or £9 annual saving for Band D).

  • New funding measures proposed: £500k support for hospitality businesses.
  • Increased funding for fly-tipping and disabled play equipment.
  • Reduced bulky waste charges (£50 reduced to £10).

Community Projects and Grants

  • Support approved for: The Well project (£9,071) – shop frontage & accessibility improvements.
  • Grant applications submitted by Parish Councils for: Warwick Park fencing (MUGA) and Jubilee Green swings replacement.

Parks, Environment and Facilities

  • Tree tomography testing planned (Warwick Park). Waste issue near tennis courts under investigation.
  • Hedge maintenance completed (Newtown Close). Bee orchid area near Wistow Road roundabout to remain un-mown until late July.

Community Hub and Events include

  • WI Fashion Show – 14 April.
  • Wrestling – 24 April.

Issues still to be resolved include

  • Kitchen still undecorated (quote pending).
  • Hearing loop still not yet fixed
  • Broadband contract cancellation fee.

Infrastructure and Assets

Discussions are ongoing with HDC about transfer of land & car parks, clarity on funding for ongoing maintenance is awaited.

Policies and Governance

The following policies were approved:

  • Data Breach, Data Protection and
  • Safeguarding policies.
  • Signed up to Civility and Respect Pledge.
  • Updated joint working agreement with Kibworth Beauchamp (effective 1April).

Grounds and Operations

  • Approved shared purchase of woodchipper (£366.66 + VAT).
  • Cemetery waste removal arranged (£180, shared cost).
  • Rookery Park resurfacing project: Total cost: £60,110, a funding gap has been identified, and additional grants are to be sought.

Councillor reports

The abandoned van on New Road has been reported (no MOT, declared SORN).

Finance Summary (February)

Total spend: £21,204.03 (gross).

Major costs include: Cemetery maintenance and staff salaries; Grounds and equipment.

Next Public Meetings

The next public Parish Council meetings are on 7 April and 5 May, (including the Annual meeting), in the Studio, Kibworth Community Hub at 7pm.
