Kibworth Beauchamp Parish Council
The monthly public parish council meeting was held on 22 September in the Studio at the Kibworth Community Hub.
Kibworth Mead Academy MUGA
The Council formally agreed to support the Academy’s s106 application for a new enclosed Multi-Use Games Area. The proposed facility would provide netball, basketball, tennis and hockey, with community use outside school hours. The remaining s106 pot is £243,000. The Academy has received a quotation for £330,000 and intends to seek the full s106 allocation, funding the balance itself. The s106 spending deadline has been extended to 31 August 2027.
Finance
Payments totalling £30,371.97 since the last meeting were approved. It was resolved to approve the cost of £9,207.14 for Public Liability, Employers Liability and building/contents insurance for the Parish Council and Community Hub combined.
Planning
Both applications considered received ‘No Comment’:
- Replacement windows/front door at 47 Weir Road, within the Conservation Area.
- Felling/trimming cotoneaster trees at Bromleys Yard, 10A Weir Road.
- A significant upcoming planning matter is the appeal concerning 28 affordable dwellings at Smeeton Road, Smeeton Westerby, which were refused by HDC. The hearing is scheduled for 13 October at 10am at the HDC Council Chamber; members of the public may attend and may be able to give views at the Inspector’s discretion.
Local government reorganisation
The LLR reorganisation proposals have been paused by the Secretary of State while legal issues are reviewed. District elections will now take place in May 2027. A 40,000-name petition opposing Leicester City expansion has been delivered to No 10 and several district leaders have started a pre-action legal process.
Recreation and Burial Boards
Zipwire: It was broken shortly after a Kompan inspection/service. Kompan has been notified and CCTV images have been requested from HDC.
Cemetery: The s106 grant has finally been received, and the workshop/concrete-base project is progressing,
Community Hub
The request from the Heritage Society for a permanent heritage display/community meeting room was not approved, because councillors considered the potential loss of room-hire income would be detrimental to Hub finances.
Open Spaces
There is still no further information from HDC about transferring open spaces and car parks. However, School Road Car Park will no longer be included because of covenants reportedly retaining its use as a free car park.
20 mph scheme
Councillors support the LCC proposal in principle, but want answers on cost, enforcement, A6 speed limits, speeding on New Road/Fleckney Road/Church Road, Smeeton Road, and whether a one-way system should be considered. Wider public consultation has therefore been deferred pending answers.
Christmas Event 2026
The event is due to take place on Thursday 3 December and will be spread across the Community Hub, School Road car park, and the High Street, part of which is to be closed.
The next monthly public council meetings are on Tuesday’s 27 October and 24 November at 7pm and will be reported in due course.
