Governance and Administration
Minutes (2 Dec 2025) were approved and signed.No declarations of interest; no public attendance.
County and District Matters
LCC: Some progress on A6 traffic solutions (Kibworth focus).
The Wistow Road roundabout consultation is expected in early 2026.
Ongoing work on Local Plan, parking enforcement, highways, and speeding.
HDC: No report.
Parks, Facilities and Boards
Joint Recreation Board
Warwick Park: The Zipwire seat cap has been replaced. The fallen tree has been removed; further hedge/tree works are pending. Community Grant application planned for metal MUGA fence replacement.
Grass Cutting Contracts (2026/27): Warwick Park: £3,900 (3-year contract +4% annually; shared with KBPC). Rookery Park & Larkswood: £1,65 (shared). Jubilee Green & Polwell Rd Play Area: £2,025.
Joint Burial Board
Tree works approved: £1,470 + VAT (66/34 split with KBPC). New bins and reserved markers to be ordered once S106 funding is received.
Village Hall
Film nights: 24 Jan (The Ballad of Wallis Island), 21 Feb (Downton Abbey).
Kibworth Community Hub: the Awards for All grant’s final report for the kitchen works has been submitted and approved.
Planning
14 Leicester Road: Discharge of
conditions – No comments.
45 Harborough Road: Garage demolition/extensions (variation) – No objections.
Community Governance Review
Approved launching a petition (min. 420 signatures) to trigger an HDC options review on merging Kibworth Harcourt and Kibworth Beauchamp parish councils, with any potential changes from May 2028.
Shared Arrangements
Approved 50/50 financial sharing with KBPC for Warwick Park and Kibworth Cemetery from 1 April 2026.
Finance
December approvals: bank reconciliation, financial statement, payments (£15,774.50).
Budget 2026/27 approved.
Precept: £149,894 (increase of 11.95%; £15.81 per band D household/year).
Memberships: LRALC & NALC £775.
HSBC debit card approved for Parish Manager; regulations to be updated.
Clerk’s Report
Jubilee Green swings: partial replacement; full replacement pending some grant funding.
The Village Sign seat has been removed after a collision and will not be replaced.
Defibrillator pads: delayed; replacement unit cost included in 2026/27 budget.
Equals card: account cancellation dispute; fees queried/refund pending.
Warwick Park play equipment:
Junior multi-play repairs £1,340. Swing & cradle seats £212.17 (66/34 split both).
