Youth activities: All Joint Parish Council–led youth activities are suspended until safeguarding policies, risk assessments, and management arrangements are in place.
Planning
Oaks House, Carlton Road (25/0115/FUL):
Strong objection supported in full.
Opposition to: Two-storey annexe, Separate access onto Carlton Road (previously refused), Removal of mature trees, Impact on listed Kibworth Hall.
Retail development (Priory Business Park / Warwick Road):
To be discussed once the application is formally submitted.
The Old Barn (self-build):
Draft plans shared, awaiting highways and heritage reports before submission in early 2026.
Finance and Administration
November payments approved: £7,903.91.
Bank reconciliation & financial statements (Nov): Approved.
Draft budget 2026/27: Approved (final approval Jan 2026).
Internal audit: Ireland & Co appointed.
Major Expenditure Approved Parks inspections (2026/27):
Warwick Park: £292.50 (shared 66/34 with KBPC).
Jubilee Green and Polwell Road: £585.
Burial Board:
Cemetery bins and delivery: £4,193.70 (S106 funding requested).
Plot markers: £1,058.30 (S106 funding requested).
Telraam traffic monitoring: £1,590 (shared 66/34 with KBPC).
Tree & hedge works: £4,645 (shared 66/34 with KBPC).
Community and Asset Updates
Warwick Park
Zip wire cap missing – contractor notified.
Skatepark temporary fencing is being removed.
Tree works are ongoing; one uprooted tree requires removal.
Quotes sought for metal fencing around MUGA.
Jubilee Green
Two new bins were installed.
Village Hall
Operating at a profit for 2025.
Nearly fully booked until June 2026.
New chairs ordered; old chairs donated to the Cricket Club.
Next film night: 10 January 2026.
Community Hub (Kibworth Grammar School Hall)
Charity to be dissolved from 1 April; lease returns to KBPC (no impact on users).
Financial year-to-date loss: £1,324.85 (excluding grants).
Grants
£1m Community Grant:
Supported Scouts project (£17,000).
Other Notable Points
New play equipment has been installed at Polwell Road Park.
Grass cutting costs are frozen for 2026/27, subject to a three-year contract (decision at January meeting).
