Kibworth Harcourt Parish Council
The monthly public parish council meeting was held on 4 November at 7pm in the Studio at the Kibworth Community Hub.
Local Government Reorganisation
A revised proposal for a new unitary authority—covering Leicester City, Harborough, Blaby, and Oadby & Wigston—continues to attract strong public opposition, with over 10,000 objections submitted.
Following the narrow defeat of HDC’s Community Governance Review proposal, the Kibworth parishes will work together early next year to gather signatures for a petition to trigger a Kibworths’ community review. Any changes are unlikely before the May 2027 elections.
Parks, Recreation & Cemetery
Warwick Park
Zipwire has been reopened; cannabis waste in the car park cleared; tree and hedge work quotes are in progress after a full tree/hedge assessment carried out.
Smeeton Road
Sundial pedestal removed due to cracking, replacement options are now being sourced.
Rookery
A resident raised concerns about uneven footpaths, costings for repairs are being obtained.
Jubilee Green
New bins arriving mid–late November.
Cemetery
Work ongoing to improve bins and site maintenance; options being explored for branch clearance equipment.
Community Facilities
Village Hall
Successful bookings through March 2026; film night on 15 November (Thelma).
Kibworth Community Hub
Kitchen and reception office upgrades underway. The Library has moved in but is experiencing Wi-Fi issues. Planning is well underway for the Christmas event on 4 December. Trustees will return the lease to KBPC on 1 April 2026.
Grants & Funding
The 2025/26 £1M Community Grant fund has opened. The Kibworth parishes again received £70,000 in total for local projects.
Council approved support for the Scouts’ £17,000 bid for a new timber greenhouse and raised beds.
Parish Arrangements for 2026–27
Council confirmed the shared cost split between Kibworth Harcourt and Kibworth Beauchamp:
- 66/34% for Warwick Park and Cemetery
- 50/50 for shared staff, equipment, the parish van, youth provision, office costs, and other joint assets.
A revised Memorandum of Understanding will be completed before April 2026.
Finances & Administration
All financial statements, reconciliations, summaries, and payments were approved.
October expenditure of £11,891.67 approved, along with reconciliations and quarterly financial reports.
Other Updates
Resident concerns about trees at Carlton Road corner reported to Leicestershire County Council.
Christmas tree installation confirmed for 3 December outside The Old House.
Policies approved
Staff & Sickness, Memorial Bench, Youth Council Data Protection, and the Emergency Plan.

The next parish council public meetings are on 2 December and 6 January 2026 in the Studio, Kibworth Community Hub at 7pm.
