The public parish council monthly meeting was held on 28 October 2025 in the Studio at the Kibworth Community Hub.

Cllr Pat Copson chaired the meeting while Cllr Munro was away.

Planning

25/01423/OUT for 32 houses in a field off Fleckney Road. Council strongly objected because the field is outside the limits to development in the latest Kibworths Neighborhood Plan, the applicant has not provided traffic measurement data for the 50mph and 30mph sections, the Local Area for Play is in a dangerous position next to Fleckney Road, and the risk of flooding.

£1m Community Grant Fund

This new release from HDC repeats the £70k fund for both Kibworths. The 1st Kibworth Scouts are applying for £17k towards a wooden greenhouse and area for the Squirrels to learn about gardening and work towards a badge. Councillors agreed to support the bid.

Library lease of Paget Street

The lease will end on 3 January 2026 and then reverts to LCC. An initial handover meeting is on 5 November, now that the community library has relocated to the Community Hub, it was agreed that the 1st Kibworth Scouts could use it until the end of December. An agreement has been signed by the Scouts and the Parish Council

Clerk’s Report

CCTV – A meeting has been held with HDC Community Safety who confirmed the CCTV cameras are the responsibility of HDC but will continue to be maintained by the parish council. The kissing-gate on the A93 right of way from the field next to Smeeton Road Park is broken and is being replaced by LCC.

Finance

It was resolved to approve the financial reports and bank reconciliation.

The revised Financial & Management Risk Assessment was approved.

Reports

The LCC Cabinet have agreed to engage external contractors to review the effectiveness of the annual £1.3bn spend.

Joint Rec Board

Warwick Park – a new picnic bench has been installed. Smeeton Road Park – the cost of a new main gate configuration was approved to make it easier access for mobility scooter users. The Rookery – quotations are being sought for improving the footpath leading from Church Road and through the park. Adult Gym Equipment – a location is being sought to locate such equipment in addition to the equipment already in Jubilee Green.

Joint Burial Board

Landscaping of the natural burial area has been completed.

Kibworth Community Hub

The library re-opened on 27 October. The new kitchen is operational, and the new Reception is occupied. Discussions are ongoing with the Charity Commission about the future of the current lease of KGSH Trust.

Policies

A number of revised policies were approved. The Youth Council Social Media Policy was not approved and will be brought back after furtherrevision.

Christmas Market event 2025

Now that HDC has issued a licence for the closure of the car park on 4 December, plans are progressing. An events organiser has been approached to help identify external stalls. Internal stalls within the Hub are being confirmed. First-aid provision has been confirmed. A budget for decorations including lighting and Christmas trees has been agreed.

Parish Split and Joint Arrangements

Following receipt of the latest electorate numbers from HDC, councillors agreed to continue with the 66:34 joint land asset split from 1 April 2026. Other shared costs such as parish van, office and jointly shared staff will be a 50:50 split. An updated MoU will be produced for 1 April 2026.

Next Pubilc Meeting

The next monthly public meeting is on 25 November at 7pm and will be reported in due course. There is no meeting in December.
