Kibworth Harcourt Parish Council

The monthly parish council meeting was held on 2 September at 7pm in the Studio at the Kibworth Community Hub. Mrs. Lynne Beesley-Reynolds was co-opted to fill the vacancy on the parish council.
Chairman – Cllr Feltham reported that the Zephyr air quality monitor, which was installed near the A6 pedestrian crossing in 2021, has now been removed by HDC. A second Telraam traffic management device has been installed covering the A6.
LCC
There have been some changes to members of the REFORM UK Cabinet: the deputy and portfolio holder for Adults and Communities are replaced by two new members. CCllr King has arranged a public meeting on 9 October with the Director of LCC Highways and the Head of Roadworks at Severn Trent Water to explain recent A6 hold-ups that caused lengthy traffic queues.
HDC
The Councillors’ Ward Improvement Scheme is available to groups and organisations until 31 March 2026. Each Ward Councillor has an allocation to support initiatives within their ward. Funding can range from £1,000 to £5,000 per project.
Joint Recreation Board. Repairs to the zipwire are due to be completed in September. A full tree survey of Warwick Park was completed in August. The quotes for a new picnic bench were agreed. The new fencing for Polwell Park has been installed. Replacement costs for the Ladybird Springy and picnic bench were agreed. A date for repairs to the Play Tower is to be confirmed.
Joint Burial Board. Confirmation is being sought from HDC about several items that could be funded from s106 funds including a self-build workshop/garage, grave markers, bird baths, and new bins. The three-year contract for grass cutting has been awarded to Leicestershire Gardens.
Village Hall. The film on 4 October will be “The Penguin Lessons” starring Steve Coogan.
Kibworth Allotment Society. HDC has been asked to approve a planning application for new fencing funded by s106 money.
Youth Council. No report.
Grammar School Hall/Community Hub
The library is due to open in the new extension on 27 October. The existing kitchen will become Hub Reception, and a new kitchen is being installed in the current Hub Office.
Planning
Concerns about 25/01072/FUL Manor Farmhouse proposed new rear extension being out of keeping with the listed building. Parish councillors agreed to await the comments from the HDC Conservation Officer.
Christmas 2025
£175 costs for a tree outside the Old House for 6 December event were agreed, it was also agreed to contribute towards the decorations at the Hub for Christmas.
Finances & Administration
It was resolved to approve a donation of £510 for HCYC who run a weekly Youth Club at The Well. All financial statements, reconciliations, summaries, and payments were approved.
Councillor reports
Concerns were raised about a business being run without consent from a property on Dairy Way; a check will be made with HDC planners.
Clerk’s report
The s106 money has now been received from HDC, and Tom Sexton will commence work in early September on the Cemetery’s Natural Burial Area. The clerks have met with HDC to discuss bins, open spaces, and invoicing. The Wistow Road roundabout has been re-seeded again with grass, but dry weather has affected growth.
The next public meetings are on 7 October and 4 November in the Studio, Kibworth Community Hub at 7pm.
