Public parish council meetings were held on 26 August and 23 September 2025 in the Studio at the Kibworth Community Hub.

26 August meeting

Planning. Representatives from Marrons were present to provide information and answer questions regarding a proposed outline application for 32 houses on land off Fleckney Road that is outside the limits to development in the Kibworths Neighborhood Plan.  Councillors agreed to object if the application went ahead without changes.

Clerk’s Report. The Smeeton Road tarmac work has been completed.  Kibworth Cricket Club will attend the September meeting to explain their proposals for using some s106 funds for improvements.

Finance.  It was resolved to approve the financial reports and bank reconciliation. 

Reports. CCllr King announced that a public meeting with LCC Highways and Severn Trent Water has been arranged on 9 September.  A special meeting of HDC is being held on 8 September to discuss Local Government Reorganisation. The new Local Plan’s submission to the Inspector is not likely now until Spring 2026.

Joint Rec Board. Warwick Park – the wildflower/bush areas will be mowed by the grounds team while the bushes mature. The spoil area will be levelled and reseeded by October. Quotes for pruning the hedge are being obtained.  Smeeton Road Park – four trees on Queen’s Walk have died over the summer.  Melbourne Close – following the tree survey the remedial work on the trees has been completed.

Allotments. The car park is due to be resurfaced in September.

Kibworth Community Hub. The library is due to move from 12 October and fully reopen on 27 October.   It was resolved to approve the revised Deed of Variation for the lease, and the library Licence to Occupy.

Christmas 2025 – HDC are being contacted about a Licence to close the School Road car park for the public event on 4 December.  Approval was given for Welford Christmas Trees to provide and install 45 Christmas trees and a 20ft tree for the roundabout.

23 September meeting

Cllr Pat Copson chaired the meeting while Cllr Munro was away.

Kibworth Cricket Club outlined plans for improvements . Their application for s106 funding is expected in October.

Clerks Report – A meeting with HDC to review the CCTV service level agreement and signage will be held in October.

Finance.  It was resolved to approve the financial reports and bank reconciliation.  The external auditors have approved the council’s 2024/25 AGAR accounts. It was resolved to approve a donation of £990 for HCYC.

Planning – It was resolved to object to the 25/01198/FUL application for extensions for 61 Fleckney Road because of the lack of off-street parking provision.

Reports. The LCC Chief Executive is retiring.  HDC Ward Member Grants are now available for applications.

Joint Rec Board– The zipwire has been repaired and a safety certificate and new signage is awaited. 

Joint Burial Board – The cost for the new 3-year grass cutting contract was agreed.

Christmas Market 2025 – The requested documentation has been submitted to HDC to obtain the Licence  for the car park closure meaning that the High Street will not be closed; the Business Forum is fully on board with the decision. Stalls will be held inside the Community Hub, together with a bouncy castle and Santa’s grotto, with food and drink stalls outside.

The next monthly public meetings at 7pm are on 28 October and 25 November and will be reported in due course.
