Residents Unite Against Proposed Development

Over 50 local residents gathered in Smeeton Village Hall on Friday 29 August to voice their strong objections to a controversial planning application 25/00793/OUT. The development would see 28 new homes built on green space between Kibworth Beauchamp and Smeeton Westerby, along with a new access road off the already very busy Smeeton Road/Main Street.

Community Meeting Draws High-Level Support

The meeting, held at Smeeton Westerby Village Hall, was attended by County and Ward Councillor Phil King, Ward Councillors Robin Hollick and Simon Whelband, as well as Neil O’Brien MP. All expressed strong support for residents’ concerns and offered advice on how to strengthen objections to the proposal. Councillor Phil King highlighted the importance of coordinated community action and confirmed that the application will likely go before the Harborough District Council Planning Committee in December. Neil O’Brien MP described the site as “really unsuitable for housing development” and pledged his backing for local opposition.

Concerns Over Traffic and Safety

Residents expressed deep concern about the impact on Smeeton Road/Main Street, which is already a busy and in places very narrow route, with multiple choke points located along its length. It provides access to a School, Health Centre, Nursery, Care Home, Tennis Club, and Children’s play area. Many fear that additional traffic from the proposed development will increase congestion and heighten the risk of accidents.

Loss of Historic Separation

The proposed site sits within the designated Area of Separation between Kibworth Beauchamp and Smeeton Westerby. Villagers argue that this development would erode the historic identity of both settlements, almost merging two distinct communities. Although located within Smeeton Westerby, it would have little physical connection with that village.

Health and Safety Risks Near High-Voltage Cables

Another major worry is the proximity of the proposed homes to high-voltage electricity cables. Residents questioned the safety of placing young families so close to potential electromagnetic field exposure, citing studies that have linked such exposure to health risks. The proposal includes the land directly under the cables being used as ‘public open space’ which would become the obvious play area for younger residents.

Gateway to Further Development?

Perhaps the most alarming concern is that the new access road could open the door to much larger developments on adjacent land within Kibworth Beauchamp Parish. Locals fear this could set a precedent for further urban sprawl, fundamentally changing the rural character of the area.

The community remains determined to oppose the application and protect the unique character of the villages. Residents are planning further actions, including formal objections and raising awareness through local campaigns. Although the stated period for public consultation has ended, the councillors told the meeting that any comments received via the portal or by letter would still be considered.
