Kibworth Harcourt Parish Council September 25

Monthly parish council meetings were held on 3June and 5 August at 7pm in the Studio at the Kibworth Community Hub. The meeting on 1July was a walkabout and started at 7pm in Jubilee Green.
3 June meeting
Chairman
Cllr Feltham reported that the Media & Communications officer had resigned. The planning application for change of use for 18 Barnards Way received 189 objections, but it was approved, after the planning officer recommended it for approval, at the 10June Planning Committee meeting.
LCC
Reform UK is the largest group and, although short of an outright majority, they are forming the new county council administration with Cllr Dan Harrison as leader. Leicestershire has over 1,900 miles of public rights-of-way and bridle paths and residents are being encouraged to walk those in their area so they can comment about them in response to the draft Rights of Way Improvement Plan.
HDC

Joint Recreation Board
The meeting on 20May took the form of a walkabout around Warwick Park. Repairs to the zipwire are due to begin in July. Locations have been agreed for more benches and a new picnic table. Some shrubs in the new planting areas have died because of the dry weather, so will be replaced later in the year. Some wildflowers are being planted in Rookery Park near to the pond. The new fencing for Polwell Park is due to be installed from mid-June. It has been agreed that some repairs and replacement items are required, so quotes will be obtained.
Joint Burial Board
Quotes are currently being obtained for grave markers and the replacement of the existing metal waste bins with dual waste bins. The contract for grass cutting is now three years old so it will be put out to tender.
Village Hall
The film in July will be “Bridget Jones – About a Boy”.
Kibworth Allotment Society
There will be further delays before the s106 application to improve fencing can be decided because HDC requires a planning application for it.
Youth Council
Members attended the VE Day lighting event on 8 May.
Grammar School Hall/Community Hub
The recent wrestling event was a great success and it has been booked again for October. The lease on the current library building has been surrendered, and plans are in place for the library to move into the new building in October. Discussions about the next phase of Hub improvements are ongoing.
Finances & Administration
It was resolved to approve shared costs for the repairs to the zipwire and for a tree survey for Warwick Park. All financial statements, reconciliations, summaries, and payments were approved. It was resolved to accept all financial documents and the internal auditor’s report for the Annual Governance and Accountability Report (AGAR) submission to the external auditors.
Policies
it was resolved to approve updated versions of the Code of Conduct, Standing Orders and Financial Regulations.
Councillor reports
Serious concerns were raised regarding an incident involving a child and a snarling dog off its lead on Warwick Park. The councillor was advised to speak to HDC dog warden.
Clerk’s report
The two MVAS on Main and Albert Streets are due to have solar panels reinstalled in the next few weeks. £3,939.93 has been received from HDC to cover future maintenance of Polwell Park; this is the remaining funds left from the developers when the contract for estate maintenance was passed to HDC.

Finances & Administration
It was resolved to approve shared Warwick Park costs for two new bins and cutting back weeds, and re-seeding the spoil area caused by the skatepark developers. Quotes to carry out RoSPA inspections for Jubilee Green and Polwell Park were approved. All financial statements, reconciliations, summaries, and payments were approved.
Jubilee Green
Quotes for repairs to the swings were discussed and it was agreed to await the RoSPA inspection report. It was agreed to replace the two bins with new bins.
5 August meeting
LCC
The Oadby recycling site will be closed until October for repairs to the concrete floor. An extraordinary meeting of the full council was held on 30 July to discuss the proposals by Leicester City to expand the city boundary into the county. A motion against the city expansion proposals was passed by 23 to 22 votes.
Joint Recreation Board
The zipwire repairs have been delayed but are due to be completed before the end of August.
Joint Burial Board
Grant applications are being investigated for the grave markers, new bins, bird baths and a workshop/garage for the grounds team.
Village Hall
The next film is “The Leisure Seeker” on 30 August.
Grammar School Hall/Community Hub
A quote to install a new kitchen has been received, so the existing kitchen can be changed into a new Reception office.

It was resolved to approve costs for repairs to the Polwell Park play tower, and to approve purchase of a new Rocker and picnic table. All financial statements, reconciliations, summaries, and payments were approved.
Clerk’s Report
Work on the wildflower area in the natural burial area at the cemetery is due to start in September.
