Public parish council meetings were held on 24 June and 22 July 2025 in the Studio in the Kibworth Community Hub.

24 June meeting

Chair’s Report

A meeting was held in June with HDC Chief Executive, John Richardson, to discuss the possible transfer of land assets to the parish.  Discussions are ongoing.

Clerk’s Report

The grounds team are now qualified to undertake PAT testing. Letters from the Primary school have been received following their recent Rookery Park pond dipping trip. The old laptop used by the parish manager had broken, so a new laptop has been purchased and been set up with Windows 11 Pro. A branch from a tree in a resident’s garden has fallen across the field gate on A93 path at the top of Smeeton Road Park; the gate is not a parish council asset, so LCC are investigating.

Finance

It was resolved to approve the financial reports and bank reconciliation.  Additional information has been provided to the external auditors regarding the Community Hub project

Reports

CCllr King explained his county appointments on Adults & Communities scrutiny, Health scrutiny, Local Pensions and the Scrutiny Commission.  There are no more full HDC meetings until September.  Cllr King is arranging a public meeting to discuss Seven Trent Water roadworks on the A6 that caused recent long tailbacks.

Joint Rec Board

Two new bins have been ordered for Warwick Park. A quote for rotovating and reseeding the spoil area near the skatepark has been received. The path by the tennis courts on Smeeton Road will be repaired in July/August. A quotation has been received to reduce the steep gradient of the path from Church Road down to Rookery Park. The new metal fence to replace the old wooden fence around Polwell Park is being installed.

Allotments

A meeting has been held with both parish managers to discuss ongoing funding for several assets including insurance of containers and fencing.

Kibworth Community Hub

A meeting with our solicitors has been arranged to discuss a Deed of Variation to the existing lease to permit the community library to rent the new extension.CCTV for the Hub’s front entrance has now been restored.

Strategic Action Plan

The updated draft version was formally approved.

Kibworth Tennis Club s106 application

Following information provided by a representative from the tennis club about the application to replace sodium with LED lighting, it was resolvedto support their s106 grant request for £19,500.

HDC Consultations

A review of the current car parking strategy is looking at how the current car parks are used and operated, including cost of parking; it runs until 28 July. The Open Spaces Review is an opportunity for residents to have their say on the future of public open spaces; it runs until 15 July.

Bench on Smeeton Road opposite KMA

A request has been received from The Well aboutmodifying the existing bench, whose ownership is unknown, to be a friendship bench. The Parish Council support this idea and have no objections to improvements to the bench.

22 July meeting

Chair’s Report

Quotes are being requested for a new external foyer for the Community Hub so grants can be applied for. There is some grant funding already available to install a new kitchen in the Hub office so releasing the existing kitchen to become the Hub Reception office.

Clerk’s Report

The Community Safety Vehicle will be visiting the Kibworth fire station on 25 September between 10am-2.30pm. The transfer of assets from the parish council to the Kibworth Allotments Society has been approved. The annual Kibworth Tennis Club rent has increased from £2,184.64 to £2,599.06 with effect from 1 June 2025.

It was resolved to approve the financial reports and bank reconciliation. 

Planning

It was resolved to object strongly to the 25/00793/OUT application for 28 houses off Smeeton Road.

  • Not identified as development site in new HDC Local Plan
  • Open countryside and important to protect this area of separation
  • Electricity pylon and cables clear risk

Reports

LCC Cabinet has decided to use £2m of net zero reserves for present flooding actions. The Oadby recycling centre is to close until October for repairs to the concrete flooring. An extraordinary Council meeting is to be held on 30 July to discuss Leicester City’s boundary expansion proposals.

Joint Rec Board

New interpretation boards have been ordered for the park entrances.

Joint Burial Board

A grass cutting tender has been issued. Bird baths will be included in a s106 application with better litter bins and grave markers.

Christmas 2025

Working with the High Street businesses for an event on 4 December.

Office equipment

It was agreed to review replacement of laptops and printers every two years.

Future Agenda

Kibworth Cricket Club may be applying for s106 funding to improve facilities and will present their plans to a parish councillor before attending a future parish council meeting. Marrons Planners are attending the August meeting to present their housing plans for a field on Fleckney Road.

The next monthly public meetings at 7pm are on 26 August and 23 September and will be reported in due course.
