Parish Council September 2022

Since the last report, the parish council held its annual parish walkabout on 7 July and its monthly public meeting on 4 August in the Studio at the Kibworth Grammar School Hall.

Vehicle Signs to begin

Cllr. Feltham explained that now the lamp column structural testing had taken place the process for obtaining and mounting the Mobile Vehicle Activated Signs has begun.

It was unacceptable that more antisocial behaviour with loud music and splattering white paint had taken place on Barnards Way car park. The police have been informed.

Ash trees forecast to die back

Leicestershire County Council: Some 500,000 ash trees are forecast to die from ash dieback over the next few years. A booklet for landowners about management and replacement is available from the council.

Women’s World Gliding launch

Harborough District Council: DCllr King explained that the Women’s World Gliding Championship launch was being held in Market Harborough on 13 August, with 2 weeks of gliding over at Husbands Bosworth to follow.

Recreation News

Joint Recreation Board. The inclusive play equipment for Smeeton Road will begin being installed in late August.  The new tarmac path across Smeeton Road Rec has been built in time for the start of the term.  The new pond for Rookery Park will be installed from 12 September.

The funding for the trim trail has been received, so now just awaiting approval of the zip wire. The skatepark tender has closed and application documentation and confirmation of funding are now in progress.

Joint Burial Board. The new fencing has been completed. The bid for funding new tarmac paths around the natural burial area has been approved.  The Lychgate and iron gates have been Grade 2 listed by Historic England.  Quotes are being sought for a secure garage to be installed on spare cemetery land near the compost heap and container. 

Cemetery tidy up

It was resolved to approve the cost of chippings for the grounds person to tidy up part of the cemetery.  The bier is expected back from being restored in early September.

Grammar School Hall/Community Hub – Until the plans are approved, further bookings are actively being sought. There has been a request to use the upstairs office.

Planning for conversion and dwelling

Planning22/01100/FUL – Conversion of existing outbuildings to annexe and erection of 3 dwellings, 2 Harborough Road, Kibworth Harcourt.The council agreed to object because this site was not allocated for development in the revised Neighbourhood Plan (NP), it would have an adverse impact on the character of the area and neighbouring properties, and it was counter to several Local Plan and NP policies.

All financial statements, reconciliations, summaries, and shared costs with KBPC were approved.

The clerk met Nature Spot on 31 July to assess the Wistow Road roundabout as suitable for wildflowers. We await their report to LCC about confirming it as suitable.

Councillor Vacancy – can you help?

The parish council still has a vacancy for a councillor to be co-opted.  If anybody is interested in joining the council and helping plan many improvements, please contact the Clerk to find out more. Our monthly meetings are open to the public so why not come along to meet councillors and see what we do?

The next public meeting was held on 1 September in the Kibworth Grammar School Hall and will be reported on in the next Chronicle.
