Kibworth Harcourt Parish Council Meeting

The monthly public parish council meeting was held on 1 September at 7 pm in the Studio at the Kibworth Community Hub. Kibworth Mead Academy: Council agreed to support the Academy’s proposal and s106 bid to combine two under-used outdoor courts into a fully enclosed Multi-Use Games Area (MUGA) for netball, basketball, tennis and football. It will serve around 900 pupils and be available to the wider community outside school hours.
Major Local Issues
Local Government Reorganisation: All seven district/borough councils and Leicestershire County Council have voted against the Government’s proposed expansion plans for Leicester City. A legal challenge is expected.
Planning
Two applications were considered, and the Council recorded ‘No Comment’ for both:
Land west of Warwick Road — outline proposal including up to 600 sq m of Class E(a)/E(b) floorspace and associated parking.
15 Ploughed Way — conversion of a garage into habitable accommodation.
Finance
The council approved: July/August bank reconciliation and financial statements.
July payments of £72,132.00 and August payments totaling £11,813.79,
Retrospectively approved increasing the daily bank transfer limit from £10,000 to £20,000.
Parks, Recreation and Cemetery Facilities
Warwick Park: Two backless benches approved at £815 + VAT, shared 50/50 with KBPC. Work on a tree that requires an estimated 8–10m height reduction is being quoted for, and a donation from a local business will fund four semi-mature trees near the MUGA.
Rookery Park: £820 + VAT was approved for remedial work to seven trees, shared 50/50 with KBPC.
Rookery Park path/slope: Following a resident’s privacy concerns, Council resolved not to contribute public money towards alterations to the resident’s fence. Jubilee Green. When the contractor installed the new junior and cradle swings in the park, they installed one of each on both frames. They have now returned to site and swapped the swings over so that each frame has the same type of swings.
Cemetery S106 funding for a concrete base, electrics, workshop and green-waste removal has been approved. It was reported that concerns had been raised by a resident following a visit to a family grave at the Cemetery. The residents were concerned by children playing football and a dog not being kept on a lead. This will be discussed at the next Joint Burial Board meeting.
Allotments. The communal plot is being developed into low raised beds for fruit bushes, plants and herbs using remaining S106 funding.
Marriott Drive open space: Ownership has been established as Keyshel Interiors, which has stated that it does not intend to maintain the area. The Council has asked HDC for clarification on the landowner’s responsibilities; no response has yet been received.
The next public parish council meetings are on 6 October and Tuesday 3 November in the Studio, Kibworth Community Hub at 7pm.
