The public parish council monthly meeting was held on 28th April 2026 in the Studio at the Kibworth Community Hub.

Key Decisions and Approvals

Parish councillors approved apologies and the March minutes. 

Planning

No objections were raised to:

A residential annex at Beech Lodge, Harborough Road, or a rear extension at 5 Granary Close. 

Councillors received updates on: 

The approval by HDC of the outline application for 32 affordable homes on Fleckney Road. 

The proposed large residential development for 550 homes west of Warwick Road, with ongoing concerns about traffic, pedestrian safety, and possible environmental impact. 

Finance

Payments approved: March: £934.53 and April: £18,705.14.

Year-end accounts, asset register, and bank reconciliations were all approved. 

New earmarked reserves approved, including:

£5,000 for recreation, £5,000 for maintenance costs linked to land transfers, £4,000 for the Joint Burial Board, £2,000 for possible legal fees, smaller allocations for elections and Hub events. 

Transfer of Land and Open Spaces from Harborough District Council

The council agreed in principle to take responsibility for some green spaces and land assets, pending further cost information from HDC. Several sites were declined.

Community Hub

Key operational updates included: a new online booking system nearing launch, utility contracts fixed for three years, pest control addressing squirrel issues in the loft.

Annual waste bin emptying contract approved (£1,257.56). 

A new bottle cooler approved with partial funding from both drama groups. 

Plans approved for a 90th birthday celebration event with a £1,000 budget. 

Grants and Projects

An application has been submitted for the Rookery Park pathway under the £1m Community Grant Fund. 

The decision about a solar panel environmental grant by HDC is delayed. 

Support was agreed for a s106 bid by the allotment society for shelters, benches, and equipment. 

Recreation and Parks

Tree tomography testing at Warwick Park found the tree to be structurally sound presenting very low risk. 

Playground inspections are underway.

Possible locations for outdoor gym equipment and additional recreation facilities will be discussed by the Joint Recreation Board. 

Governance & Local Government

Councillors discussed ongoing local government reorganisation proposals and concerns. Traffic implications of major housing growth north of Great Glen and lack of bypass planning for the Kibworths.

The governance review petition about merging the parish councils will be published through local media and Change.org.

Other Approvals:

Renewal of LRALC and NALC memberships (£1,112.68). 

The tracker installation and tax renewal for the parish van. 

Renewal of parish garage rental agreement. 

The next monthly public council meetings are on 26 May and 23 June at 7pm and will be reported in due course.
