The public parish council monthly meeting was held on 24 February 2026 in the Studio at the Kibworth Community Hub.

Key Decisions & Resolutions

Planning

Scout Hut (25/01744/FUL) – Application supported, subject to concerns regarding: Vehicular access restrictions (particularly over the railway pedestrian bridge and footways), and clarification of sewage/waste disposal arrangements.

Community Grant Funding (£1m Fund)

Applications have been submitted for: MUGA fencing and Jubilee Green swings.

Supported:

  • The Well shop frontage upgrade (£9,071).
  • Purchase of speed gun and uniform (£800), need further details of how it will be used.

Parish Manager’s Report

  • A refund from the Equals Card account has been received.
  • Transparency Code – relevant data is being collated to add to the website.
  • The Parish Council now has a Land Registry account.
  • Condolences have been sent to the family of former councillor and chairman Stephen Woodhouse who has sadly died.
  • Cllr Copson and the deputy clerk have met with Kibworth Business Forum members to receive feedback from 2025 Christmas event.
  • The main corridor at Kibworth Community Hub is being painted; funded by grants.

Finance

  • Payments approved: £15,741.01
  • January financial report and bank reconciliation approved.
  • Annual Statement of Internal Control approved.
  • Reserves Policy approved.
  • Online banking app access approved for Parish Manager and Deputy Clerk (due to HSBC security changes).

  • Capability Procedures
  • Councillor Vacancies Policy
  • Civility and Respect Pledge (triennial renewal).

Joint Recreation Board

  • Quotes for tomography tree survey received.
  • New Smeeton Road Park gate installed.

Joint Burial Board

Meeting about workshop with s106 officers is on 27 February.

Kibworth Community Hub Transition

  • Preparations ongoing for lease transfer (effective 1 April 2026)
  • Visit to Moulton Community Hub by the two parish managers for operational insight discussion with their parish executive.
  • The HR consultant has been appointed.
  • A review of Hub policies, procedures and risk assessments has begun.
  • Awaiting Deed of Surrender from solicitor.

Grounds and Recreation

  • Four trees replaced at Smeeton Road Park (£1,440 + VAT).
  • Hedge trimming approved (£675 + VAT).
  • Budget approved for Warwick Park tree overspend.
  • Woodchipper purchase approved (£366.66 + VAT; shared with KHPC).

Local Government and External Updates

  • Government consultation on local government reorganisation open until 26 March. (See further article elsewhere in this issue)
  • HDC proposing transfer of open spaces and two car parks to Parish Council – funding clarification awaited.
  • HDC element of council tax reduced by 5%.
  • County Council approved 2.99% increase for its council tax element.

HR and Staffing

  • £1,000 to new HR Consultant budget.
  • HR consultant update received.
