The extraordinary public parish council meeting was held on 13 January 2026 in the Studio at the Kibworth Community Hub.
Key Decisions and Actions:
Parish Manager’s Updates
Equals account cancelled due to new £25/month fee; £10 closure cost; one £25 charge to be refunded.
Dog bin installed on School Walk (£173.95).
Warwick Park tree & hedge works completed (quoted £4,645, shared with KHPC; final cost pending).
Community Hub drainage issue resolved by Anglian Water; MJE charged £540; signage added in toilets to prevent future misuse.
Finance:
Payments approved: £14,321.72 (Dec) and £1,366.02 (Jan to date).
Financial reports and budget monitoring to 31 Dec 2025 approved. HSBC debit cards approved for parish manager and groundsperson (policy to be updated). NALC/LRALC membership approved (£1,120).
From 1 April 2026, all transactions for Warwick Park & Cemetery to be shared 50/50 with KHPC; revised MOU to follow.
Joint Boards:
Burial Board: Cemetery tree works approved (£1,470), split 66/34 with KHPC.
Recreation Board:
Entered three-year grass cutting contract with Leicestershire Gardens (2026/27 base prices held; +4% in years 2–3).
Playground repairs approved (£273.13 + materials).
Warwick Park chain climbing wall replacement approved (£1,340), shared 66/34 with KHPC.
Budget & Precept 2026/27:
Budget approved.
Precept approved: £249,428 (increase of 18% – £133.52 per band D property). The Increase is mainly due to costs of Kibworth Community Hub returning to the parish council from April 2026.
Planning:
Working Men’s Club, 47 Fleckney Rd (8 flats): Objected on grounds including poor-quality drawings, Health and Safety concerns, parking, waste provision, and lack of sustainability measures.
Kibworth Knoll Care Home extension: No comment.
Assets & Community
Old Library lease has ended; Scouts granted 6-month lease by LCC (to 30 June 2026).
Community Governance Review: Approved (by majority) to a public petition asking for HDC to carry out a review into options for merging the two Kibworth parish councils, aiming for May 2028 implementation. One councillor objected.
Human Resources:
Staffing structure update for 2026/27 received; HR committee recommendations approved.
