The public parish council monthly meeting was held on 25 November 2025 in the Studio at the Kibworth Community Hub.

Procedural

Apologies accepted from two councillors. Declaration of interest from Cllr Bland (Christmas event item).
Minutes from 28 Oct 2025 approved.

Chair and Clerk Updates

The Chair thanked members for their support during his absence.

Library lease handover to LCC underway, the Scouts are temporarily occupying the space.

HSBC safeguarding review completed.

Insurance claim for damaged Kissing Gate on PROW A93 closed.

Cracked sundial plinth removed from Smeeton Road Park, quotes for a replacement are being obtained.

Finance

Payments of £17,125.41 approved.

Oct 2025 financial report and bank reconciliation approved.

Draft 2026/27 budget approved (to be finalised in January).

Ireland & Company appointed internal auditors for 2025/26 accounts.

It was agreed that December payment approvals will be handled via email as there is no meeting.

Christmas Event – 4 December

Indoor and outdoor attractions planned (craft stalls, grotto, fairground, stage, food vendors). £650 approved for two external event organisers. Middle to top sections of car park will be closed from noon; EV and disabled bays remain open. Councillors to confirm their availability for volunteering.

County Council

The preferred Chief Executive candidate announced is Jane Moore, current Director of Children and Family Services, pending approval by full council on 3 December.

Joint Recreation Board

Uprooted tree removal required urgently (Cost: £400 + VAT).

Sundial plinth removed due to safety concerns, a replacement is being sourced.

Entrance gate at Smeeton Road Park being redesigned for improved wheelchair access.

Path issues have been reported at The Rookery, resurfacing quotes are being obtained.

Community Hub

Mixed financial performance: silent disco loss offset by the wrestling event.

The kitchen refurb continues, and the reception office flooring is being replaced.

Youth Activities

All youth council sessions suspended until proper policies, risk assessments, and safeguarding management are in place.

Joint Board Expenditure

Quarterly inspections approved (£585 + VAT, shared 66/34 with KHPC).
