Kibworth Harcourt Parish Council Dec 25

The monthly public parish council meeting was held on 7 October at 7 pm in the Studio at the Kibworth Community Hub.

Possible proposals…

Chairman – Cllr Feltham summarised the current three possible proposals for Local Government Reorganisation: The Districts’ North, City, South proposal, the County’s single unitary including Rutland proposal, and Leicester City’s expanded city boundary proposal. All need to be with the government by 28 November.

Retirement…

LCC –The current chief executive, John Sinnott, is retiring at the end of November, after first taking on the role in 1994

Parks and Gardens…

Joint Recreation Board Repairs to the zipwire have been completed, but it remains closed until new signage can be installed to highlight safety information and CCTV coverage.  Following the full tree survey of Warwick Park, quotations are being obtained for the work that was identified.  A new picnic bench has been installed near the school fencing.  Quotations are being sought for the footpath from Church Road down into The Rookery, so a funding application can be completed.  Councillors discussed and approved the next steps to repair/replace the junior and cradle swings at Jubilee Green. Initially, quotations for replacing seats and chains will be obtained.

Joint Burial Board.  Leicestershire Gardens will take over the cemetery maintenance from HDC starting 1 April, but this does not include emptying of the bins, so quotations will be sought.  The S106-funded landscaping of the natural burial area, including wildflowers, has been completed.

What’s On…

Village Hall.  The ‘The Penguin Lessons’ film on 4 October was well attended. The next film on 15 November will be ‘Thelma’.  The Village Hall charity has approached Cllr P King for some of his Member’s Grant towards the cost of 70 new chairs.

Youth Council. Cllr Keen has approached Cllr P. King to get the contact details for the HDC Youth Officer.  Interest has been received from young people outside the Kibworths, wishing to join the Youth Council. 

Policies and Finance…

Grammar School Hall/Community Hub – A survey of the Hub roofing has recommended either to have it all renewed or to leave it as it is. The lease agreement has been signed by the Trust and the Community Library, which re-opened in the new extension on 27 October. The new kitchen is now operational in the former Hub Office.

Policies – Councillors approved revisions of the Financial Management and Risk Assessment and the Bereavement Policy.

Christmas 2025 – It was agreed to approve a joint budget of £500 towards decorations for the 4 December event at the Hub and adjacent car park on School Road.

Finances & Administration –All financial statements, reconciliations, summaries, and payments were approved.

Clerk’s report. An audit of the parish bins emptied by HDC has been completed; costs will increase slightly now that the bins in Polwell Park are included. Repairs to the Polwell Park Play Tower have been completed by Online Playground. The new picnic bench and Ladybird Springy have been received and will be installed by the Parish Grounds Team. A petrol-powered lawnmower has been purchased for use by the Ground’s Team, and the cost of £157.49 will be shared 66:34 with KBPC. The wreath for the Remembrance Sunday Service on 9 November at St. Wilfrid’s has been purchased.

The next parish council public meetings are on 4 November and 2 December in the Studio, Kibworth Community Hub at 7pm.
