Kibworth Harcourt Parish Council

The annual and monthly parish council meeting was held on 6 May at 7 pm in the Studio at the Kibworth Community Hub.

Elections

Cllr Feltham was re-elected as Chair for the next 12 months, and Cllr Tillotson was re-elected as Vice-chair.

Representatives

Appointments onto committees, joint boards and organisations were agreed upon (all are shown on the website).

Chairman

Cllr Feltham confirmed that a formal receipt has been received from HDC regarding the parish council’s Local Plan submission.

LCC

Elections took place on 1 May and Cllr Phil King was elected to represent the Gartree Division. Reform UK candidates won 25 divisions and are the largest group but do not have an outright majority.

HDC

Cllr King said the HDC Annual meeting is on 19 May. He confirmed potholes at the entrance to the School Road car park had been mended by LCC. HDC are considering buying some land off the A6 for a new depot/waste transfer site.

Joint Recreation Board

A new Queen’s Platinum Jubilee bench has been installed near the mini orchard on Warwick Park. The community grant for Polwell Park fencing has been approved, but the contractor has said there is a six-week delay for materials.

Joint Burial Board

The s106 application for improving the natural burial area has been approved.

Village Hall

The film on 31 May will be “A Complete Unknown”- the early musical life of Bob Dylan.

Kibworth Allotment Society

HDC have said that planning permission is required before the s106 application to improve fencing can be decided.

Youth Council

The last meeting was on 29 April. Ideas for a summer pop-up event were discussed.

Grammar School Hall/Community Hub

At the Trustee’s meeting on 23 April, there was confirmation of the application to make the Hub an Asset of Community Value. Storage space and possible charges need to be discussed with users. Councillors agreed to cover 33% of the shortfall of the final invoice for the Community Hub Phase 1.

Planning

Two residents explained their objections to 25/00321/FUL 18 Barnards Way, application to change of use to a children’s home. Councillors agreed to object because of the potential effect on the amenity of neighbouring properties, limited parking and concerns about anti-social behaviour. Councillors also agreed to object to 25/00385/FUL 12 Carlton Road because of the lack of off-street parking spaces that met Highway’s parking space standards.

Action Plan

Councillors reviewed the joint parish action plan, and the Chair and Parish Manager will update items relevant to Kibworth Harcourt.

Finances & Administration

All financial statements, reconciliations, summaries, and payments were approved. Councillors also approved joint costs for the parish van and lockup garage.

Councillor reports

Serious concerns were raised regarding an incident involving a Councillor’s grandson and a snarling dog off its lead on Warwick Park. She was advised to speak to the HDC dog warden.

Clerk’s report

Quotes are being sought to install the MVAS and solar panels. VE Day lamp post signs have been installed.

Next Public Meetings

The next public meetings are on 3 June and 5 August in the Studio, Kibworth Community Hub 7pm, and 1 July (annual walkabout), starting from Jubilee Green, at 7pm.
