Kibworth Beauchamp Parish Council

The annual and usual parish council public meeting was held on 27 May 2025 in the Studio in the Kibworth Community Hub.
Elections
Cllr Andrew Munro was re-elected Chair of the parish council for the next 12 months, and Cllr Pat Copson was re-elected as Vice-Chair.
Representatives
Appointments onto committees, joint boards and organisations were agreed (all are shown on the website).
Procedural
Councillors approved that Joanna Bailey be co-opted. It was agreed to hold monthly parish council meetings in July each year.
Clerk’s Report
The bus shelter on The Bank has been restored. A new oak parish noticeboard has been installed near The Well on the High Street.
Finance
It was resolved to approve the financial report and bank reconciliation. The internal auditor’s report for 2024/25 finances has been received. The paperwork for the Annual Governance and Accountability Return (AGAR) was approved for sending to the external auditor.
Planning
25/00545/FUL 70 High Street cob wall. Having seen the expert advice, the parish council supports the latest application for reconstructing the cob wall.
Reports
The results of the County Council elections from 1 May were given with confirmation that Cllr Phil King is the new County Councillor for the Gartree Division. The public are encouraged to comment on the Public Right of Way Improvement Plan and associated action plan by 14 August.
Joint Rec Board
The wooden fencing around Polwell Play Area is being replaced using a Community Grant.
Warwick Park – locations for two backless benches and a picnic bench have been agreed. The area of spoil opposite the skate park needs to be restored. One quote has been obtained, and other quotes will be sought for comparison. The zipwire repairs are due in July. Smeeton Road – the path by the tennis courts will be repaired in July.
Joint Burial Board
Quotations for a 20 foot container for secure storage of the grounds team’s equipment are being obtained. Landscaping of the natural burial area will begin in the autumn now that the s106 grant has been approved.
Allotments
HDC have confirmed that the s106 application for new fencing requires planning approval.
Youth Council
The meeting on 29 April discussed possible ideas for a pop-up summer event.
Kibworth Community Hub
The final invoice for the library extension has been received. It was resolved to give six months’ notice to the County Council for the end of the lease for the library on the current building on Paget Street.
Strategic Action Plan
The updated draft version was discussed and amendments agreed. This will be formally approved at the next meeting.

Joint Recreation Board expenditure
It was resolved by a majority vote to approve the cost of repairs for the zipwire to be carried out in July.
HR & Staff
The Media and Communication Officer has resigned from her post.

The next monthly public meetings at 7pm are on 24 June, 22 July and 26 August and will be reported in due course.
