Kibworth Beauchamp Parish Council

The usual monthly parish council public meeting was held on 25 February 2025 in the Studio in the Kibworth Community Hub. Janet Dowling was co-opted onto the parish council.
Finance. Payments since the last meeting were approved. It was resolved to approve the Financial & Management Risk Assessment.
Chairman. Cllr Munro reported on a recent catch-up meeting between both chairs and parish managers of the Kibworth parish councils and the three district councillors for the Kibworths’ Ward.
Clerk’s Report. The graffiti on the new School Road railway bridge has been removed by Network Rail. An application by the tennis club to bid for an HDC Environmental Grant to change lights to LED for two tennis courts was supported by the Joint Recreation Board.
Reports. The government refused the county council request to postpone the 1 May elections so that a unitary proposal could be put together. Instead, initial options need submitting by 21 March before full proposals are submitted in November. The Centrebus 44 subsidised service is changing on 17 March to be the Centrebus LC4 service which will not cover the Langtons.
Youth Council. The first meeting was held at KMA on 24 February, and a chair and vice-chair were elected. DBS checks are required so costs are being researched.
Joint Rec Board. The type and number of benches by the new wildflower area in Warwick Park will be discussed at a walkabout when the weather improves. If grant funding is approved to repair the path from Smeeton Road past the tennis courts, a new No Parking sign will be put on the main gate which may be locked overnight.
UK Shared Prosperity funding. The new Kibworth Beauchamp heritage sign, made by Glyn Mould, has now been installed on ‘The Bank’ roundabout. Council agreed to contract Littlethorpe to refurbish the bus shelter at ‘The Bank’. HDC have agreed funds can be used for new signage at the Kibworth Community Hub.
Rural Arts, Creative, Cultural and Heritage Grants. The application for six oak lecterns for Warwick Park, Smeeton Road Rec, Rookery and Larkswood parks is being submitted.
£1m Community Grants Fund. Applications for the replacement of Polwell Park fencing and the Smeeton Road pathway repair have been submitted in time for the HDC Grants Panel on 18 March.
Kibworth Community Hub. The new library extension building work has been completed and, after any snagging work has been carried out, a final invoice will be due. The insurance for the whole building now requires updating. Fund raising continues for the ongoing management of the Hub but also for the remaining phases of the overall plan which now requires updating.
Local Plan. The draft Local Plan will be available for public consultation from mid-March and is due to finish on 6 May. For the Kibworths, a new site for 475 houses is proposed on Warwick Road, south of the railway bridge. Also, an extension of 3.1 hectares is proposed for the business park on Wistow Road. A drop-in public event is planned by HDC for 9 April 3 – 7pm in Kibworth Community Hub.
Policies. Councillors approved an updated policy on Safeguarding and a Social Media Information sheet.
Office broadband and phone. It was resolved to approve a new two-year monthly contract with BT.
The next monthly public meetings at 7pm are on 25 March and 22 April and will be reported in due course.
