The Parish Council monthly public meeting on 25 October was held in the Studio at the Kibworth Grammar School Hall.

Land west of Smeeton Road.

A David Wilson Homes representative explained they were consulting with the council on a possible area of land for housing on the western side of Smeeton Road. An area running up to the field to the south of Foley Road. There were about 60 members of the public at the meeting.

The representative was informed the land would encroach on the area of separation with Smeeton Westerby. Furthermore, it was outside the limits to development as defined in the Kibworths Neighbourhood Plan policy. Concerns were also raised regarding a large underground gas pipe running through the proposed site.

The Chairman recommended that the Parish Council reject the proposed planning site. It was contrary to several policies in both the HDC Local Plan and the Kibworths Neighbourhood Plan. Rejection was endorsed by the Council.

Co-option & Vacancies

It was resolved to invite Louise Kiernan to be co-opted. There are still two vacancies on the Parish Council. Finances

All financial statements, reconciliations and payments were approved. Some queries still remain with HSBC over the bank mandate.

Clerk’s Report

The s106 projects are being progressed, with the inclusive play equipment for Smeeton Road installed but awaiting a safety inspection. Hardcore to backfill around the Rookery Pond was levelled by volunteers and, when more has been delivered, the pond can be finished. Proludic start installing the trim trail on 7th November. A January date for installing the zipwire has been suggested. The Skatepark s106 application has been submitted.

Planning

22/01734/TPO (4 The Old Grammar School, School Road) – Council objected because of this Beech tree’s important amenity value & recommended raising the crown instead.

Reports

There were the usual reports, DCllr King said that HDC are in the process of gathering more evidence to complete the next version of the Local Plan. He also said HDC are considering forming a strategic alliance with Melton Borough Council.

The Bank (Roundabout)

Following the removal of bushes and dead trees, the ivy and roots will be removed in early November before turfing and replanting.

Kibworth Community Hub

A local architect is undertaking a review of the expected costs prior to starting submitting funding applications.

Christmas 2022

Plans for the festival event on 7th December are underway and will include closing High Street again. Purchase of Christmas trees including lights for the end of School Road and on the roundabout were agreed.

Cost of Living Crisis

A meeting with The Well has been held. A ‘Welcome Kitchen’ is being arranged for Monday lunchtimes at the Grammar School Hall.

EV Car Club

Cllr Formoy gave more details following the recent meeting. These can be seen in the online minutes and on the High Street noticeboard.

Electrification

Cllr Feltham agreed to make enquiries about ensuring wheelchair access across the railway is retained during any upgrade to the bridges.

The next monthly public meeting at 7pm on 22nd November in the Studio at KGSH will be reported in due course.
